Operating context before localisation
A Finland brief that changes the build.
A country page is only useful when its context produces different decisions. This brief records the decisions a Finland-facing service must answer before interface copy, integrations, or technical architecture are treated as finished.
Users and language
Who is expected to use the service, where are they located, and which tasks must work in English, Finnish, or Swedish? Who supplies terminology and who is authorised to approve it? Dates, names, addresses, phone numbers, currencies, search behavior, and support messages should be tested using representative Finland-facing cases, not merely translated labels.
Accessible completion
Identify the important user journeys and test them with keyboard access, meaningful headings and labels, visible focus, sufficient contrast, understandable errors, and usable layouts at narrow widths and zoom. When a client’s service falls under a particular accessibility rule, the client’s qualified adviser determines the obligation and the project converts that decision into testable acceptance criteria.
Availability and support
For every critical path, record expected availability, dependencies, monitoring, owner notification, recovery priority, and the manual alternative. Remote delivery across time zones makes escalation ownership especially important. A service must not quietly depend on one person remembering how it works.
Security and data
List the information collected, the reason for collecting it, where it travels, who can access it, how long it remains, and how incidents are handled. Use the Finnish Data Protection Ombudsman and NCSC-FI as primary starting points; do not turn a generic template into a legal conclusion.
Public and organisational interfaces
If the scope interacts with Finnish public services, company identifiers, electronic identity, or the Suomi.fi Data Exchange Layer, confirm eligibility, agreements, licences, certificates, and technical responsibilities with the service owner before estimating the integration as ordinary API work.
